Data Governance programs often fall short of expectations when they become tactical data quality initiatives that address accuracy and consistency in silos, lacking an effective governing body to manage data ownership, lineage and accountability.  
Establishing a Data Governance Council was the key to transforming one insurance provider’s data governance program into real business value.  It’s Data Governance Council allowed it to tackle inaccurate, inconsistent and incomplete data holistically by managing it with priorities and standards, tools and technologies, and clearly defined executive, steward and stakeholder roles.

Before joining LaunchPoint Consulting, Tina served as Engagement & Project Manager for Fortune 1000 companies throughout her tenure at leading IT services companies including HP, Knightsbridge, Forte, Seer, Pansophic and Accenture.

With 25+ years of information technology integration experience, Tina has managed multiple delivery teams with 100+ members, coordinating and managing the efforts of client staff and consultants in locations both onshore and offshore.   Tina’s business intelligence and data integration projects include:  global “single customer view;” customer call center tracking; householding; campaign tracking and feedback; insurance cross-sell and up-sell data warehouse; data governance and stewardship framework.

As Business Analyst Competency Lead at HP, Tina developed IP material and defined and coached the Business Analyst career track for HP’s BAs.  Tina graduated from Marshall University with a Bachelor in Business Administration (BBA), Georgia Institute of Technology with a Master of Science in Information Technology (MSIM), and Notre Dame with a Master of Arts (MA).

Robin Rappaport is the Data Quality Team Leader responsible for delivery of the Data Quality Initiative for Research Databases at the Internal Revenue Service (IRS). Her work and that of her team contributed to the IRS being awarded a Computerworld Honor and a Government Computer News (GCN) Gala Award. She has over 25 years of experience as a Data Quality practitioner. Her undergraduate degree was in Economics with Computer Science. Her graduate work was in Operations Research with a concentration in Mathematical Modeling in Information Systems. She has worked in both private (6 years) and public sectors (since June 1990). Her positions include Computer Programmer, Systems Analyst, and Operations Research Analyst.

In addition to IQ International, the International Association for Information & Data Quality, she is a member of the Institute for Operations Research and Management Science (INFORMS). She was Chairman, Individual Membership for the Washington, D.C. chapter from 1987- 1990. She was elected Secretary and served from 1990 - 1991.
