Is it possible to perform a function without having a clear definition of the function? Is it possible to know if one has achieved information quality if there is no clear definition of “information quality”? It might be possible, but not without experiencing difficulty in performing information quality management or measurement.

One cannot create an effective Information Quality function without understanding what Information Quality is. Here I address the fundamental definitions of information quality as a function and as a state of information.
